Despite economic reforms that have taken place since the 1991 breakup of the Soviet Union, many families in former Soviet nations like Ukraine struggle to survive. Economic factors lead to most relinquishments of children.

However, between September 2005 and December 2006, Ukraine adoption authorities suspended acceptance of new applications from prospective international adopters, citing more than 500 outstanding post-placement reports since 1996.

As of mid-December 2006, the new national adoption authority of Ukraine (the State Department for Adoptions and Protections of Rights of the Child, known as SPDAPRC) announced the acceptance of adoption applications from non-Ukrainian prospective adoptive parents. Under Ukrainian law, Ukrainian officials may not disclose information on adoptable children to U.S. adoption agencies. Instead, the SPDAPRC maintains a database of children available for adoption.

Prospective adopting parents send their documents directly to the SPDAPRC. Ukraine permits facilitators to assist families with translation and interpreter services, and the SPDAPRC will communicate with a family's facilitator after an application has been filed. Adopting parents who have registered with the SPDAPRC may receive information about adoptable children only after they receive an invitation from the SPDAPRC to travel to Ukraine.
